On June 13, 2014, the legal profession witnessed the elevation of Mr. Justice Brown to the Federal Court, where he also took on the role of an ex officio member of the Federal Court of Appeal. His academic journey began at Carleton University, where he immersed himself in the study of Canadian History, earning a Bachelor's degree with honors in 1973 and a Master's degree in Canadian Studies three years later. The pursuit of legal excellence led him to the University of Ottawa, culminating in a Bachelor of Laws in 1979, where he distinguished himself as a Silver Medalist. By 1981, he had secured his position within the legal community, having been called to the Bar of Ontario.
In recognition of his contributions to the legal field, he was honored with the Queen’s Counsel designation in Canada in 1991. His professional career, spanning from 1979 until his judicial appointment in 2014, was largely anchored at the Ottawa office of Gowling & Henderson, which later rebranded as Gowlings. There, Mr. Justice Brown showcased his versatility and leadership through various roles. He not only edited and contributed to Gowlings' Supreme Court Bulletin and Annual Report but also steered the firm’s Supreme Court of Canada service group. His leadership extended to the national Government Industry group, the Ottawa office's management, and the advocacy department, signaling his broad legal expertise and administrative acumen.
Mr. Justice Brown's legal practice was diverse, covering critical areas such as constitutional and administrative law, criminal law, Aboriginal law, intellectual property, and aspects of the Investment Canada Act and transportation law. His contributions were not limited to legal practice alone. He actively engaged with the legal community, offering his insights as an advisor to the Supreme Court of Canada Advocacy Institute and participating in the Canadian Bar Association’s Supreme Court Liaison Committee. His involvement with the Registrar of the Supreme Court of Canada’s Ottawa Agents Practice and Procedure Committee further underscored his commitment to legal excellence.
Beyond his legal practice and community engagement, Mr. Justice Brown dedicated himself to education. He shared his knowledge and expertise through lectures at the Institute of Governance in Ottawa, the University of Ottawa’s School of International and Public Affairs, and Carleton University. His scholarly contributions include authoring "Supreme Court of Canada Practice" and enriching legal literature with numerous articles for The Supreme Court Law Review and the Criminal Law Quarterly, where he served as a senior contributing editor. Through these varied endeavors, Mr. Justice Brown has left an indelible mark on Canada's legal landscape.
