Rodney Gill

Rodney Gill, a partner at Goodmans within the Municipal and Land Development Group, brings a wealth of experience to his role, covering a broad spectrum of municipal and administrative law issues. His expertise encompasses handling building permits and approvals, addressing property assessment and taxation concerns, navigating land use planning and development applications, calculating development charges, and managing expropriations.

Before his tenure at Goodmans, Rodney served as a Solicitor for the City of Toronto. In this capacity, he offered legal guidance to the City Council, the Chief Building Official of Toronto, and various City divisions, agencies, boards, and commissions. His responsibilities extended to representing the City across multiple legal arenas, including administrative tribunals and several levels of the Ontario courts, where he tackled a wide array of administrative, civil, and quasi-criminal cases. A significant period of Rodney's career with the City involved a secondment to Metrolinx, assisting in litigation matters related to the Expropriations Act.

Rodney is particularly adept at advising on matters related to the Building Code Act, 1992, the Ontario Building Code, and other laws critical to the issuance of building permits, such as the Planning Act, Ontario Heritage Act, Environmental Protection Act, and the Development Charges Act, 1997. His approach to complex permitting issues is both efficient and effective, often leading to innovative solutions. Beyond his advisory role, Rodney is skilled in dispute resolution and litigation, and he is proficient in drafting development-related agreements, including those for conditional building permits, development charges, and limiting distance agreements.

In addition to his legal practice, Rodney has contributed to the academic realm as a guest lecturer on building regulation at the University of Toronto, Faculty of Law. His lectures, part of a clinical legal education externship on Municipal Government Lawyering, reflect his deep understanding of his field and his commitment to educating the next generation of legal professionals.

Rodney's educational background includes a J.D. from the University of Toronto in 2008 and an Honours B.A. from the University of Guelph in 2004, achieved with distinction. His professional affiliations include the Law Society of Ontario and the Ontario Expropriations Association, highlighting his active engagement in the legal community. Rodney was called to the Ontario Bar in 2009, marking the start of a distinguished career dedicated to the intricacies of municipal and land development law.
