Downs falsely accused a racialized Muslim orphan of raping his sister, who testified the accusations are false, so the charges were dropped. Downs also withheld the orphan's half a million-dollar estate while paying herself from it and threatening to sue him with it while he was in the streets in the middle of winter and the pandemic.
